The fishmen were delighted and all agreed that it was no problem. They also agreed that Cedric would come in first place, Fleur in second, Harry in third, and Viktor in fourth.
Rules are meant to be followed. When someone starts breaking the rules, Owen won't stick to them either. If word gets out that he's being bullied by outsiders at Hogwarts, how can he face anyone?
During the entire game, Irving sat on the referee's bench. When he saw Cedric, looking completely bewildered, floating up from the water with the hostage in his arms, he couldn't help but burst out laughing.
The fishmen were incredibly helpful. They promised Cedric would be first, and he had to be first. Only two fishmen remained with the hostage. One of them even found Cedric, who had just entered the water and wasn't yet in the zone, and pulled him down to the bottom of the lake. Halfway down, they encountered another fishman holding the hostage. The other fishman shoved the hostage into his arms, and the two of them pulled him up to the surface.
So from start to finish, Cedric didn't even take three minutes, and his second match ended just like that.
On the referee's stand, Dumbledore stroked his beard and smiled, Owen rested his chin on his hand and smiled, Madam Maxim shook her head and smiled bitterly, and Karkaroff had a black face throughout.
This is no longer a shady deal; it's blatant cheating. But they can't even raise an objection because there's no evidence. Everyone says luck is part of skill, so who can't say that Cedric was lucky today?
