"There is no perception barrier."
At a hidden drainpipe opening, Nishikawa Tetsu retracted his sensory ninja tool used for probing.

"Isn't that so?" Minato retorted. "He is militaristic and aggressive, even willing to make enemies of all the great powers."

Nishikawa Tetsu shook his head, his voice sounding exceptionally clear and calm amidst the sound of rain.
"What kind of place is Amegakure? It is the only point where the three great nations of Fire, Earth, and Wind meet, making it a natural strategic buffer zone."
Nishikawa Tetsu pointed to the mud at his feet.
"What is a strategic buffer zone? In times of peace, you are a buffer; in times of war, you become the battlefield!"
"The three great powers went to war for their own interests, but did not want to fight on their own soil, so they tacitly spread the war to Amegakure."
"If you were the leader here, watching a powerful nation wreak havoc in your home, watching the villagers trampled like weeds, what could you do? Could you tolerate it?"

Minato Namikaze was stunned; he had never thought about the problem from this perspective before.
He had always been taught to "fight to protect Konoha," but he never imagined that this protection would be built on the suffering of other countries.

Nishikawa Tetsu continued, "He attempted to unify this chaotic situation by force, trying to gain sovereignty by flexing his muscles against major powers. This was not madness, but rather the courage and responsibility of a leader; he was fighting for survival."

"I see."
Minato said in a low voice, "Since we are the invaders, let's be the terminators. For Konoha, and to make this rain stop sooner."
